Issue-level, not decision-level. A single Board decision often rules on several issues — granting one, denying another, remanding a third. Counting whole decisions as "granted" if anything was granted inflates grant rates; we count each issue separately, the same convention the Board's annual reports recommend.
Remands are not wins or losses. A remand sends the issue back for more development — many remanded issues are later granted, many are not. High remand rates usually reflect duty-to-assist errors found in the record, not judge generosity.
Docket mix matters. Judges are assigned different case types. A judge deciding many hearing-loss rating appeals will show different rates than one deciding many service-connection claims. Every judge page lists their most-decided conditions for exactly this reason.
