Why It Was Decided This Way
The RO reopened the Veteran's claim for frostbite based upon a finding of new and material evidence before denying the claim.
The Board will not disturb the finding of new and material evidence and reopening the claim.
The low threshold requires that the evidence "indicates" that there "may" be a causal nexus between the disability or persistent symptoms of a disability and military service.
) If the Veteran is diagnosed with posttraumatic stress disorder (PTSD), the examiner must explain how the diagnostic criteria are met and opine whether it is at least as likely as not related to a verified in-service stressor or to the Veteran's fear of hostile military or terrorist activity.
