When a veteran uses Chapter 31 Vocational Rehabilitation and Employment (VR&E) and later wants to switch to the Post-9/11 GI Bill (Chapter 33), the VA has to close out the VR&E case and issue a new Certificate of Eligibility (COE) for Chapter 33. That re-verification process re-checks basic eligibility factors, including qualifying active-duty service and character of discharge, using whatever separation data is currently in the VA's system. If a record was updated, merged, or re-entered incorrectly during that transfer, the system can show "unknown" separation status even though a correct DD214 and prior COE already exist on file. This is most often a data or file-matching error rather than a true eligibility denial, but because the COE says "not eligible," it functions like a denial until corrected.
The standard path VA gives to fix an incorrect COE is to submit updated evidence, usually the DD214 and any prior favorable COE, through a supplemental claim (VA Form 20-0995) if the error is being treated as a benefit decision, or through direct correspondence with the Education Call Center / regional processing office if it is being treated as a records correction. Supplemental claims for education benefits are still largely processed by paper, and processing times can run long, so it is worth also contacting the Education Call Center for a status update and asking that the case be flagged as an urgent/pending-enrollment issue, since VA does have expedited handling procedures for students actively enrolled.

Analyze my claim free →In parallel, a School Certifying Official (SCO) at the veteran's school can submit inquiries directly to VA on the student's behalf and can sometimes get faster traction than a phone call, since school-initiated inquiries go through a different channel. A Veteran Service Organization (VSO) accredited for education benefits can also file the supplemental claim and follow up, and contacting a congressional caseworker's office is a legitimate escalation path when a documented error is causing an urgent financial hardship during an active semester.
Because the original 2023 COE showing 100% eligibility and correct service dates already exists in VA's records, resubmitting the DD214 should restore eligibility once processed; the core issue is administrative, not a substantive eligibility change. The concrete next step is to file the supplemental claim with the DD214 and 2023 COE attached, and simultaneously have the school's Certifying Official submit an inquiry and request expedited review given active enrollment.
