Why is VA still deducting money from my travel reimbursement claims after I've already hit the $18 monthly deductible cap?

The VA Beneficiary Travel program, governed by 38 CFR 70.30, applies a deductible to most mileage reimbursement claims for veterans traveling to VA health care. Under the standard rule, VA deducts $3.00 for a one-way trip or $6.00 for a round trip, and the total deducted from a veteran in a single calendar month is capped at $18.00. In practice, that means once you have accumulated $18 in deductions within a given month (typically after three round-trip claims, or six one-way claims), any additional approved travel claims submitted for that same month should not have further deductions applied — you should be reimbursed in full for those later trips.

If a veteran sees deductions continue past the $18 monthly cap, it usually points to a processing or system error rather than a change in policy. This can happen when claims are processed through different payment pathways — for example, some claims being paid by paper check while others are paid via direct deposit once an EFT (electronic funds transfer) enrollment is completed. Because these payments can be generated by different parts of the Beneficiary Travel Self-Service System (BTSSS) or processed by different staff at the local travel office, the system does not always correctly track how much deductible has already been collected for the month before applying additional deductions. This is a known type of administrative processing issue rather than an intentional per-payment-method deductible.

It is also worth confirming whether all the claims in question are being correctly coded as falling within the same calendar month, since the $18 cap resets each month and is tied to the date of travel, not the date the claim is processed or paid. Occasionally, claims that are processed late get miscategorized under a different month, which can also cause what looks like an over-deduction.

Exemptions from the deductible entirely also exist for certain veterans, such as those with a service-connected disability rated 30% or more traveling for treatment of that condition, and veterans traveling for a compensation and pension exam, among other categories — so it is worth checking whether any of the underlying trips should not have had a deductible applied at all.

If you believe you were over-deducted beyond the monthly cap, the right next step is to contact the Beneficiary Travel office at the VA medical facility where the claims were filed, provide the specific claim numbers and dates of travel, and ask them to review and correct the deductible calculation for that month.
