Why is it so hard to get a hold of my VR&E (Chapter 31) counselor, and what should I do if I can't reach them?

Difficulty reaching a Vocational Rehabilitation and Employment (VR&E) counselor is a common frustration, and it usually stems from high caseloads, staff turnover, or outdated contact information rather than anything wrong with your individual case. VR&E, authorized under Chapter 31 of Title 38 U.S. Code and governed by 38 CFR Part 21, assigns each participant a specific counselor at a Vocational Rehabilitation and Employment office tied to a regional VA office. Because caseloads vary by location, response times and availability can differ significantly from one office to another, and there is no single national number that reliably connects you to your assigned counselor.

If your scheduled appointment is canceled and you are not given a rescheduled date, the most effective first step is to contact the VR&E office directly rather than trying to reach the counselor's personal or direct line, since those can change or be entered incorrectly in scheduling systems. Each regional VA facility has a VR&E office, and administrative or support staff there can often reassign or reschedule appointments even if the original counselor is unreachable. You can find the correct office and general phone number through the VA's facility locator on VA.gov by searching for the VA regional office nearest you and looking for the Vocational Rehabilitation and Employment section.

If calls go unanswered, sending a secure message through VA.gov (using the 'Ask VA' tool or the VR&E-specific contact form) creates a written record and often prompts a callback, since these messages are logged and tracked for response times. You can also contact the VA's main help line, but for VR&E-specific scheduling issues, going through your regional office or the Ask VA portal is usually faster than the national line. If you continue to get no response after multiple attempts, contacting your congressional representative's veterans affairs caseworker can help escalate the issue, as they often have direct lines to VA regional offices.

Finally, keep a written log of your attempts to contact the counselor, including dates, times, and names of anyone you spoke with, in case you need to show a pattern of non-responsiveness later. As a concrete next step, submit a message through the Ask VA portal on VA.gov describing the missed appointment and lack of response, and request that your VR&E counselor or office reschedule your initial evaluation as soon as possible.
