Why haven't I received my VR&E Monthly Housing Allowance (MHA) payment, and what should I do?

The Monthly Housing Allowance (MHA) under Veteran Readiness and Employment (VR&E), Chapter 31, is paid based on enrollment certification your school submits to the VA and on your individualized VR&E plan. Payments can stop or be delayed for several common reasons: your school has not certified your enrollment for the term, your VR&E case file was transferred between counselors or regional offices (sometimes called a case management migration), your rehabilitation plan has expired or needs to be updated and re-signed, or there is a backlog in the Vocational Rehabilitation and Employment Division processing payments after a caseload change.

When a case is reassigned to a new counselor or a new VA regional office, payment processing can be interrupted even though your eligibility has not changed. This is an internal administrative issue, not something that reflects on your entitlement to the benefit. However, it is your responsibility to follow up in writing and to keep records, because these transitions are where individual payments can fall through the cracks.

If MHA payments are missing, first confirm that your school has submitted your enrollment certification for the current term through VA-ONCE or directly to VR&E, since a missing certification is the most frequent cause of a stopped payment. Second, request written confirmation from VR&E of who your current counselor is, since a case migration often changes your point of contact without you being notified. Third, ask specifically whether your Individualized Written Rehabilitation Plan (IWRP) is current and signed, because an expired plan will halt payments until it is renewed.

If emails to your assigned counselor are not resolving the issue, escalate in writing to the VR&E Officer or Case Manager Supervisor at the servicing regional office, and keep a dated log of every contact attempt. You can also contact the VA's general benefits hotline or file a formal inquiry through Ask VA (ask.va.gov), which creates a trackable ticket outside your counselor's direct queue. If the delay continues without resolution, submitting a written complaint to the VA Office of the Inspector General or contacting your congressional representative's VA caseworker can prompt a faster review, since these channels often have visibility into administrative processing that individual counselors do not.

The concrete next step is to submit a written inquiry through Ask VA documenting the missing payments, your enrollment certification status, and your case transfer, so there is an official timestamped record forcing a response outside the normal counselor email channel.
