What education benefits are available for 100% P&T veterans who never used the GI Bill and are past the normal eligibility window?

Veterans who separated years ago and never used the Montgomery GI Bill (Chapter 30) often find that benefit has expired, since Chapter 30 carries a 10-year delimiting date from the date of separation. The Post-9/11 GI Bill (Chapter 33) generally only applies to those who had qualifying active duty service on or after September 11, 2001, and it also has delimiting rules tied to discharge date for older separations, so someone who left service in 2003 typically will not qualify for Chapter 33 either.

The benefit most relevant to a 100% P&T disability rating is VA Vocational Rehabilitation and Employment, known as Chapter 31 or VR&E, authorized under 38 U.S.C. Chapter 31 and 38 CFR Part 21. VR&E is not the same as the GI Bill and has different eligibility rules. Veterans with a service-connected disability rating and an employment handicap can qualify, and the basic 12-year eligibility period after separation can be extended or waived entirely for veterans who are determined to have a serious employment handicap, which is common for those rated 100% permanent and total. VR&E can fund a full degree program, including technical or IT-focused coursework, along with tutoring, tools, and sometimes housing stipend support, if the program is tied to an approved vocational goal.

State tuition waiver programs for veterans vary widely. Some states extend free or reduced tuition at public colleges only to dependents of veterans rated 100%, while others extend the same benefit directly to the veteran regardless of whether a federal GI Bill benefit was used. Because these rules differ by state and sometimes by individual public university system, it is worth checking the specific state department of veterans affairs website rather than assuming the rule is the same everywhere.

VetTec, the VA's technology training program, requires remaining Post-9/11 GI Bill entitlement to use, so it would not apply if that benefit was never established in the first place.

The concrete next step is to contact a VA Vocational Rehabilitation and Employment counselor, file VA Form 28-1900, and ask specifically whether the serious employment handicap designation applies, since that can open Chapter 31 funding for a degree or technical training program even decades after separation.
