VA's Chapter 31 Vocational Rehabilitation and Employment (VR&E) program assigns veterans to one of several tracks after an initial evaluation, based on your abilities, interests, and the severity of your service-connected disabilities. These tracks include Reemployment, Rapid Access to Employment, Self-Employment, Employment Through Long-Term Services, and Independent Living (IL). The IL track, governed largely by 38 CFR 21.160, is used when a veteran's service-connected disabilities are severe enough that an employment goal is not currently reasonably feasible, but the veteran can still benefit from services that increase independence in daily living.
Being placed in the IL track is not a punishment and does not mean VR&E believes you are incapable of ever working. Counselors can move a veteran between tracks if circumstances change, and many veterans re-enter an employment track later if their condition stabilizes or improves, or if they want to pursue further evaluation. Track assignment is a clinical/vocational judgment made by your VR&E counselor (or a supervising counselor reviewing the file), and you have the right to discuss the basis for that decision, ask questions about your Independent Living Plan (ILP), and request reconsideration if you disagree with the assessment.

Analyze my claim free →Importantly, VR&E track placement is a separate process from your disability rating and from determinations like Aid and Attendance under 38 CFR 3.350 and 3.352. Moving to the IL track does not automatically change your combined rating, your entitlement to Aid and Attendance, or your eligibility for adaptive housing grants (such as SAH or SHA) or home modifications. Those are decided by the rating activity based on medical evidence already in your claims file, not by VR&E counselors. If home modifications were previously identified as medically necessary, that determination should not disappear simply because your VR&E track changed; if anything in your ILP suggests otherwise, that is worth clarifying directly with your counselor in writing.
If you feel the IL track assignment was made without adequate input from you, or you disagree with the goals set in your Independent Living Plan, you can request a meeting with your counselor to review the evidence used, ask for a formal explanation of the decision, and request either a change in track or an appeal through VR&E's internal review process.
