What does an EP 699 Authorization Review mean for a veteran already rated 100% P&T, and can it change my rating?

An EP 699 is an End Product control code the VA uses internally to track administrative and quality-control actions on a claims file. It is not the same as a new disability compensation claim (which typically uses codes like EP 020, 110, 130, etc.). When an EP 699 labeled something like "Administrative review of supplemental non-duplicate service records" appears on an account, it usually means the VA has received additional service records — often through a records match with the Department of Defense, the National Archives, or a systemic data-sharing update — and is checking whether those records duplicate what is already in the file or contain new information relevant to existing ratings.

This kind of review can be triggered by broad record-modernization efforts, corrections to a veteran's official military personnel file, or periodic reconciliation between VA and DoD databases. It is not always tied to something the veteran did, and it does not necessarily mean a rating reduction is being considered. For veterans who are already rated Permanent and Total (P&T), the vast majority of these administrative reviews close without any change to the rating. P&T status carries strong protections: under 38 CFR 3.327, ratings designated as permanent are generally not subject to routine future medical reexaminations, and under 38 CFR 3.105(e), any proposed reduction in a service-connected rating requires advance written notice, a stated reason, and an opportunity to submit evidence or request a hearing before the reduction can take effect. So even if the review does uncover something, the veteran would not be blindsided by a sudden rating drop.
