Vocational Rehabilitation and Employment (VR&E, Chapter 31) counselors manage a caseload of veterans working toward employment goals, and service quality can vary a lot by office and by individual counselor. If your counselor is slow to respond, not following through on agreed steps, or not helping you move your plan forward, you have options short of just waiting it out.
The first step is usually to put your concerns in writing (email is fine) so there is a record, and to be specific about what you need: a response to a prior message, approval of a specific service, movement toward signing your Individualized Written Rehabilitation Plan (IWRP), and so on. If that does not get a response within a reasonable time, you can contact the counselor's supervisor at the same VR&E regional office. Every VR&E office has a supervisor or case manager above the individual counselor, and asking to speak with them, or emailing them directly, is a legitimate and common way to get a stalled case moving.
