What benefits are available to a 100% P&T disabled veteran, and how can I find work that fits my physical limitations?

A veteran rated Permanent and Total (P&T) at 100% already receives the maximum schedular VA disability compensation rate, but there are several additional programs worth exploring, both federal and state-level, depending on where you live.

At the federal level, P&T status generally qualifies you for Priority Group 1 VA health care, meaning no copays for care related to your service-connected conditions. You may also qualify for Dependents' Educational Assistance (Chapter 35) for your spouse or children, and for CHAMPVA if your dependents are not otherwise covered by TRICARE. If you own a home, look into the VA's Specially Adapted Housing (SAH) or Special Housing Adaptation (SHA) grants if your disability affects mobility, and the Automobile Adaptive Equipment benefit if you need vehicle modifications.

For employment, the VA's Vocational Rehabilitation and Employment (VR&E) program, Chapter 31 under 38 U.S.C. Chapter 31 and 38 CFR Part 21, is designed exactly for veterans whose service-connected disabilities limit the type of work they can do. VR&E counselors can help identify job fields that avoid physical labor, fund retraining or education, and in some cases provide self-employment assistance. You apply using VA Form 28-1900, and eligibility is based on having an employment handicap connected to your rated disabilities, not on your percentage alone.

At the state level, benefits vary widely and are separate from federal VA benefits. California, for example, offers property tax exemptions for disabled veterans through CalVet, exemptions on vehicle registration fees, and priority hiring points for state and county government jobs. Some states offer more generous disabled veteran property tax exemptions, free or reduced hunting/fishing licenses, or veteran-specific housing assistance, which is why comparing state veteran affairs websites is worthwhile if you are considering relocating.

It is also worth reviewing whether you already receive or qualify for Special Monthly Compensation (SMC) if you have additional loss of use or need for aid and attendance beyond your combined rating, since that is separate from the standard 100% schedular rate.

The concrete next step is to contact an accredited Veterans Service Officer (VSO) through a county veterans service office or organization like the DAV or VFW, who can review your full benefits picture for free and help you file for VR&E and any applicable state programs.
