Chapter 35, the Survivors' and Dependents' Educational Assistance (DEA) program under 38 U.S.C. Chapter 35, becomes available once a veteran is rated permanent and total (P&T), and the dependent's eligibility period generally begins on the effective date shown on the Certificate of Eligibility (COE), not the date you apply. Because of this, it is common for a dependent to become eligible retroactively, meaning terms you already paid for out of pocket or funded another way may still qualify for VA payment if they fall on or after your eligibility begin date.
To use this benefit, you first need an approved COE, which comes from submitting VA Form 22-5490, Application for Survivors' and Dependents' Educational Assistance. Once VA processes that application and issues the COE, it will show your eligibility begin and end dates. From there, the school's VA certifying official (usually in the registrar or veterans services office) submits enrollment certifications to VA for each term you attended, including past terms that fall within your eligibility window. VA then processes payment for those certified terms.

Analyze my claim free →How far back VA will actually pay depends on when you apply and how the certifying official submits the paperwork; there are general filing-window rules for education benefit claims, so it is important not to delay once you know you are eligible. Because processing times and specific reimbursement mechanics can vary by school and by VA regional processing office, it's worth contacting both your school's certifying official and the VA Education Call Center directly to confirm exactly which past terms can still be certified and paid, and whether you need to submit any additional documentation such as tuition statements or proof of payment for those earlier semesters.
The VetAid disability-decision library covers appealed compensation claims rather than education benefits, so it does not speak to Chapter 35 processing or retroactive payment patterns, and is not a relevant data source here.
As a next step, submit VA Form 22-5490 now if you have not already, and once your COE arrives, work directly with your school's certifying official to request retroactive certification for any completed terms that fall within your eligibility period.
