The VA cannot pay both Chapter 31 (Vocational Rehabilitation and Employment, or VR&E) and Chapter 33 (Post-9/11 GI Bill) benefits for the same period of enrollment. When a VR&E case is still open in the system, even if you are not actually receiving VR&E payments, the VA Education office is required to verify with VR&E that you are not concurrently being paid under both programs before it can release GI Bill funds. This cross-check exists to prevent duplicate payment, and it is a common source of delay when a veteran switches from VR&E to the GI Bill mid-process without the VR&E case being formally closed or placed on hold.
The fix almost always requires the VR&E case to be updated in the VA's system to reflect that you are not using those benefits for the term in question, or that the case has been closed or interrupted. Only VR&E staff can make that change; the Education office cannot do it from their side, which is why they are stuck waiting on VR&E to respond.

Analyze my claim free →If your assigned counselor is unresponsive or unreachable, do not keep waiting on that single point of contact. Call the VR&E division (not just the individual counselor) at the regional office handling your case and ask to speak with a case manager or the VR&E officer in charge, since supervisors can act when a counselor is unavailable. You can also contact the VA's general helpline or use the IRIS system (ask.va.gov) to submit a written inquiry referencing your VR&E case number and explaining that GI Bill payments are on hold pending VR&E confirmation. If you believe you were blocked in retaliation for trying to reach the office, document the dates, emails, and voicemails, and raise this specifically when escalating, since it may warrant a formal complaint through the regional office director or the VA Office of Inspector General if it is not resolved through normal channels. Many veterans in this exact bind have found that going above the individual counselor to the VR&E officer or site director is what finally unsticks the case.
As a next step, call the VR&E regional office directly, ask for the VR&E officer or supervisor by title (not the counselor), explain that your GI Bill payment is held pending their confirmation, and request that they update or close the case in the system immediately.
