How do I check my VR&E (Chapter 31) status and find out who my counselor is?

The Department of Veterans Affairs provides an online tool for veterans enrolled in Vocational Rehabilitation and Employment (VR&E), also called Chapter 31 benefits, to track where they are in the program. This status page shows your current phase in the VR&E process, such as applicant, evaluation, plan development, rehabilitation to employment, or employment services, and it also displays your assigned Vocational Rehabilitation Counselor (VRC) along with their contact information.

VR&E is a distinct benefit from disability compensation, though eligibility is tied to having a service-connected disability rating and an employment handicap determination under 38 CFR 21.51 and related sections of 38 CFR Part 21. The program moves through several stages after you submit VA Form 28-1900, Disabled Veterans Application for Vocational Rehabilitation. First is the initial evaluation, where a counselor determines entitlement. If found eligible, you and your counselor develop an Individualized Written Rehabilitation Plan (IWRP) outlining your vocational goals, whether that involves independent living services, further education, on-the-job training, or direct job placement assistance.
