Does the VA rater read all of my 21-4138 statements, or just the most recent one submitted?

When you submit multiple VA Form 21-4138 (Statement in Support of Claim) documents for the same claim, the expectation under VA's duty to assist and its claims-processing procedures is that the rater and the Veterans Service Representative preparing the file are supposed to review the entire claims folder, not just the last document uploaded. Every piece of evidence you submit becomes part of the permanent record and is indexed in the electronic file, so in principle nothing you submitted earlier disappears or gets ignored simply because a later statement was added.

That said, in practice raters are working through a large volume of evidence, and clarity matters a great deal. If your statements are inconsistent, redundant, or spread information across several documents without cross-referencing, there is a real risk that key details get overlooked or that the rater has to piece together your story from multiple sources, which increases the chance of inconsistency working against you. This is why VA benefits counselors and accredited representatives generally recommend consolidating your lay evidence into a single, well-organized statement whenever possible, rather than submitting several partial ones over time. If you realize additional information is needed, the better practice is to submit one comprehensive statement that restates the earlier necessary details plus the new clarification, explicitly referencing dates and specific pages or sections of your service treatment records or personnel file so the connection is easy for the rater to follow.

There is nothing improper or prohibited about submitting more than one 21-4138; VA does not penalize veterans for supplementing the record, and doing so is a normal part of self-representation. Raters are trained to consider the complete file. But because clarity and internal consistency affect how persuasive your lay evidence is, it is worth taking the time to make sure your most recent submission stands on its own or explicitly incorporates the specifics from earlier ones, so the rater does not have to reconstruct your argument from separate documents.

If you are still within the processing window and worried that earlier job-duty specifics did not carry over into your final statement, the concrete next step is to submit one more consolidated 21-4138 that restates all the relevant details in a single, chronological, well-referenced statement, and consider asking a Veterans Service Organization representative to review it before the claim is decided.
