Receiving a VGLI (Veterans' Group Life Insurance) or Service Disabled Veterans Insurance (S-DVI) solicitation letter, or hearing from your VSO that a decision has been made, is not an official notice of your claim outcome, and it does not reliably tell you whether you were approved, partially approved, or denied.
Here is why. Once a rating decision is processed in the VA's system, several automated downstream actions can trigger before you receive your official decision letter and before your VSO can see and explain the actual rating. One of those automated triggers is eligibility screening for insurance programs. S-DVI, authorized under 38 U.S.C. Chapter 19, is available to veterans who are granted any percentage of service connection, even 0%. VGLI eligibility is tied to having Servicemembers' Group Life Insurance (SGLI) and separating from service, and is not itself proof of a compensation award. So a letter mentioning insurance eligibility because you are "in receipt of service connected disability compensation" tells you a service-connection finding exists somewhere in the file, but not the percentage, the effective date, or whether every condition you claimed was granted. It is also possible for only one issue in a multi-issue claim to be service connected while others are denied, and the insurance notice would still go out.
