Disability compensation and education benefits are decided under different rules, even though both generally require a qualifying character of discharge. Receiving VA compensation does not automatically mean your education benefits will follow, especially if the systems have not yet been updated to reflect your new discharge status.
When a Discharge Review Board or Board for Correction of Naval Records upgrades a discharge, the change is recorded by the military branch, usually reflected on a DD-215 or corrected DD-214. VA does not automatically see this update. You need to send a copy of the corrected discharge document directly to the VA regional office handling your disability claim and, separately, to the VA education office that processes GI Bill claims. These are handled by different divisions within VA, and paperwork does not automatically transfer between them.

Sometimes a denial is because VA had not yet received notice of the upgrade, and sometimes it is because VA conducted its own independent "character of discharge" determination under 38 CFR 3.12, which can occasionally reach a different conclusion than the DoD board even after an upgrade, particularly if there were multiple periods of service or other disqualifying factors noted in the record. If your upgrade was based on a TBI-related standard (as many recent DRB liberal consideration policies allow), that is a strong basis for eligibility, but VA still needs the updated document in hand to act on it.
While this is being sorted out, contact the VA education call center or your regional VA office to explain that you have an upgraded discharge and ask them to reprocess your Chapter 30 or Chapter 33 (Post-9/11 GI Bill) claim using VA Form 22-1990 if you have not already filed one, or a request to reconsider if you have. Keep your school's certifying official informed as well, since some schools can grant a temporary enrollment hold while the eligibility issue is resolved.
The concrete next step is to submit your corrected DD-215 or amended DD-214 directly to the VA education office (and confirm your regional office has it too), then follow up by phone to confirm the discharge upgrade has been applied to your education benefits file.
