Veterans who receive a 100 percent Permanent and Total (P&T) VA disability rating may qualify for discharge of their federal student loans through the Total and Permanent Disability (TPD) discharge program, administered by the U.S. Department of Education, not the VA itself. This program cancels remaining federal student loan balances for borrowers who can document a permanent and total disability, and a VA award letter showing a 100 percent P&T rating is one of the accepted forms of proof, along with a Social Security Administration disability determination or a physician's certification.
Importantly, the discharge generally requires that the rating be both 100 percent and permanent and total. Veterans rated 100 percent but with a rating scheduled for future review, or those rated below 100 percent even if unemployable, typically do not qualify unless they can independently document permanence through other means. The loans do not need to have been taken out before or after military service; TPD discharge applies to any federal Direct Loans, FFEL Program loans, and Federal Perkins Loans, regardless of when they originated.

Analyze my claim free →In recent years, the Department of Education and the VA have periodically matched data to identify veterans with qualifying P&T ratings and proactively notify them, which is likely why some veterans see automatic notifications or streamlined processing shortly after their rating decision is finalized. However, this data match is not guaranteed to catch every eligible veteran, and it can take time after a rating decision before the match occurs. Veterans do not need to wait for an automatic notice; they can apply directly at any time once they have their official VA rating decision letter.
This discharge is separate from and unrelated to the VA disability compensation claims process itself. It does not affect your disability rating, back pay, or ongoing monthly compensation. It only addresses federal student loan debt. Discharged amounts were historically subject to a tax reporting requirement, though for many recent years, certain disability-related student loan discharges have been treated as excluded from federal taxable income under changes made in prior legislation; state tax treatment can vary, so checking current guidance is worthwhile.
A veteran who has just received a 100 percent P&T rating and has outstanding federal student loans should visit the official Total and Permanent Disability Discharge application at studentaid.gov, submit the VA award letter confirming the 100 percent P&T rating, and follow up with their loan servicer to confirm the discharge is processed.
