Chapter 35 Dependents' Educational Assistance (DEA), under 38 U.S.C. Chapter 35, provides education and training benefits to the children and spouses of veterans who are rated 100 percent permanently and totally disabled (P&T) due to a service-connected condition, as well as to survivors of veterans who died from a service-connected cause. A child generally becomes eligible to use DEA benefits between ages 18 and 26, though this window can sometimes be extended in limited circumstances, such as if the child was unable to begin or continue a program due to a medical condition.
Your P&T rating is what establishes the benefit; your children do not need to know the details of your disability, the specific conditions rated, or how the rating was reached in order to use the benefit. What they do need, when the time comes, is confirmation that you are rated 100 percent permanently and totally disabled and your VA file number. The application itself is typically submitted by the dependent (or on their behalf) using VA Form 22-5490, Application for Survivors and Dependents Educational Assistance, which can be filed online through VA.gov or by mail. The VA will verify your rating status internally once an application is submitted, so your children do not need copies of your rating decision or medical records.

Some veterans choose to let the school's VA certifying official and the dependent coordinate the paperwork once the child is actually enrolling, without walking through the underlying disability details beforehand. There is no requirement that a veteran disclose their rating to dependents years in advance for the benefit to remain valid later; the entitlement attaches to the veteran's rating status at the time of application, not to how early the family discussed it.
As a next step, when your children are closer to college age, review your current rating letter to confirm it reflects 100 percent permanent and total status, and have them complete VA Form 22-5490 through VA.gov or with help from the school's veterans certifying official when they are ready to enroll.
