Being rated 100 percent permanent and total (P&T) does not prevent you from working. The restriction on earned income applies specifically to Individual Unemployability (TDIU) under 38 CFR 4.16, where substantially gainful employment above the poverty threshold can trigger a review. A schedular 100 percent rating, by contrast, is not reduced simply because you are employed, since it reflects the severity of your condition rather than your ability to work. If your rating decision does not specify TDIU, your 100 percent rating is schedular and your income will not affect it.
For help finding work with a service-connected disability, VA offers Veteran Readiness and Employment (VR&E), also called Chapter 31, authorized under 38 CFR Part 21. Veterans with a service-connected disability rating of at least 20 percent and an employment handicap may qualify. VR&E counselors can help with resume building, job placement assistance, interview coaching, assistive technology, and in some cases retraining or education if your disability limits your prior occupation. You apply using VA Form 28-1900, Disabled Veterans Application for Vocational Rehabilitation, which can be submitted online through VA.gov or at a VA regional office.

Analyze my claim free →Outside VR&E, the Department of Labor funds Disabled Veterans Outreach Program (DVOP) specialists and Local Veteran Employment Representatives (LVERs) at American Job Centers, who focus specifically on connecting veterans with disabilities to employers. Federal hiring also has a Schedule A noncompetitive hiring authority for applicants with disabilities, which can bypass some competitive hiring steps on USAJobs if you have documentation of your disability. Federal contractors are also subject to disabled veteran hiring goals under Section 503 and VEVRAA, and some actively recruit through veteran-specific channels.
If your dominant hand's limited function affects what jobs you can realistically perform, a VR&E counselor can help identify accommodations, assistive equipment, or alternative career paths suited to that limitation, rather than applying broadly to jobs that may not be compatible with it. The repeated rejections may reflect a mismatch between job type and physical capability rather than any issue with your rating or eligibility.
The concrete next step is to contact your nearest VA Regional Office or VetSuccess.gov to request a Chapter 31 VR&E evaluation, or call VA at 1-800-827-1000 to start that referral.
