Can I pause or change my VR&E (Chapter 31) program if I'm unhappy with my school or plan?

Veterans using VR&E (Chapter 31) benefits are not locked into a single school, program, or Individualized Written Rehabilitation Plan (IWRP) forever. The IWRP is a working document developed with your Vocational Rehabilitation Counselor (VRC) and can be amended if the program is not meeting your needs, including if you feel the coursework is low quality, not building real skills, or otherwise not serving your rehabilitation goals.

If you want to pause, the correct step is to formally request a leave of absence or a plan amendment through your assigned VRC rather than simply stopping enrollment on your own. VR&E allows for interruptions to a plan when there is good cause, such as dissatisfaction with the training facility, personal circumstances, or a need to reassess goals. You do not automatically lose eligibility for pausing, but you do need documentation and communication with your counselor so the interruption is recorded properly rather than treated as an unexplained break in training, which can complicate your case file.
