ChampVA and TRICARE are mutually exclusive programs. Federal law and VA regulation (38 CFR 17.271) make clear that a dependent cannot be enrolled in ChampVA if they are eligible for any TRICARE program, including TRICARE Retired Reserve (TRR). TRR is still a TRICARE plan, even though you pay a monthly premium for it as a Guard or Reserve retiree. Because of that, as long as you or your family are enrolled in or eligible for TRR, the VA will reject a ChampVA application for them, which is exactly what is happening when you call to enroll.
Being rated 100 percent permanent and total for a service-connected disability does make your dependents potentially eligible for ChampVA, but eligibility only becomes usable once the TRICARE eligibility ends. In practical terms, this means you generally have to formally disenroll from TRICARE Retired Reserve before ChampVA will accept your family. TRR disenrollment is handled through DMDC/Tricare's retiree processing system, not the VA, and you should get written confirmation of the termination date, since ChampVA will ask for proof that TRICARE eligibility has ended.

TRR enrollment rules (eligibility tied to being a non-regular/Gray Area retiree and not yet eligible for TRICARE at age 60) mean that once you leave TRR, you may not be able to simply re-enroll later if ChampVA coverage turns out to be insufficient for some reason or your 100 percent rating changes. Review your award letter and any future rating protections before dropping TRR, since a reduction in rating that removes the 100 percent P&T status would also end ChampVA eligibility for your dependents.
Once TRR is terminated, the application is VA Form 10-10d, CHAMPVA Application, along with your VA disability award letter showing the 100 percent permanent and total rating, marriage/dependency documentation, and proof of TRR termination. Processing can take some time, so many veterans keep TRR active until they have ChampVA confirmation in hand to avoid a coverage gap.
The concrete next step is to contact DMDC or your TRR administrator to request official disenrollment paperwork with an effective termination date, then submit VA Form 10-10d to the ChampVA program along with your P&T award letter and that termination proof.
