ACE review was good. Claim was denied. Filed a supplemental claim and now they’re requesting a C&P

It is not uncommon for the VA to schedule a new Compensation & Pension (C&P) exam after you file a Supplemental Claim, even with a prior favorable ACE review DBQ. This typically occurs because the VA, under its duty to assist (38 CFR 3.159(c)), is seeking to clarify or obtain new and relevant evidence to resolve any deficiencies identified in the prior denial, such as the nexus or severity of your condition. While a favorable DBQ is critical, the denial likely hinged on the VA's finding that one of the three Caluza elements (current diagnosis, in-service event, and medical nexus) was not met, possibly the nexus linking your migraines to your primary service-connected condition. For migraines, rated under Diagnostic Code 8100, the VA must also assess frequency, severity, and prostrating attacks to assign a proper rating (38 CFR 4.124a), and they often require an in-person exam to evaluate functional impairment as outlined in 38 CFR 4.130. Your actionable next steps are to attend the new C&P exam and ensure the examiner has a complete copy of the favorable DBQ and any new private medical opinions you submitted; you can also provide a detailed, written statement describing your migraine attacks' frequency, duration, and impact on work and daily life. If this exam results in another denial, you should consider obtaining a strong, independent medical opinion (IMO) to directly counter the VA's rationale, as established in cases like *Buchanan v. Nicholson*, which emphasizes the VA must provide adequate reasons and bases for rejecting favorable evidence.
