Under 38 CFR 14.629, only a VA-accredited attorney, claims agent, or Veterans Service Organization representative may represent a veteran on a VA claim. Accredited representatives cannot charge for preparing an initial claim, and VSOs do not charge veterans at all.

What they charge

Marketed as "coaching" and "Disability Benefits Education Services" rather than claims assistance. Fees in the litigation record were tied to the size of the rating increase obtained.

The company denies wrongdoing. Defendants deny wrongdoing. The court has not ruled that either side is right; the parties settled to avoid the cost of continued litigation.

• The settlement fund is $750,000.00, funded as a $150,000 deposit into escrow plus $600,000 in nine equal monthly installments of $66,666.67 (Settlement Agreement ¶¶20, 31, 40–41).
• Settlement administration costs are paid separately by defendants and do not reduce the fund (¶¶39, 47).
• Class members who paid fees receive a pro-rata cash distribution from the net fund.
• Class members who were billed but never paid have those fees released — J4V may not enforce, collect, or accept payment of them, and may undertake no collection or credit-reporting activity (¶¶71, 80).
• J4V agreed that from the Execution Date it "shall not enter into any new contracts or agreements to provide VA-Related Services to any veterans, nor shall they solicit or accept any new clients for VA-Related Services" (¶45).
• That agreement is permanent and continues after dismissal of the case, with the court retaining jurisdiction (¶46).
• The cessation obligation applies solely to Just4Veterans, LLC, the Maryland entity named as a defendant. The agreement expressly imposes no obligations on any person or entity that is not a party to it (¶47).
• J4V may continue to service and collect fees from clients who timely opt out of the settlement, and from clients whose engagements fall outside the class period (¶48).

Which company is which

Two separate limited liability companies appear in the Maryland Department of Assessments and Taxation register, both active and in good standing. The settlement binds one of them. All fields below are from Maryland SDAT, retrieved 2026-08-06, and anyone can look them up.

The website currently markets under the name "Just4Veterans Enterprise." The permanent ban on taking new VA clients was agreed by Just4Veterans, LLC, and the settlement expressly does not reach anyone who is not a party to it. If you are dealing with an entity today, the name on your paperwork determines which of these records applies to you.

No court has made any finding about the relationship between these two companies, and none is asserted here. Ordinary explanations exist, including relocation or restructuring. These are simply the public records as they stand, published because which entity you contracted with changes what the settlement does for you.

What this means for you

• If Just4Veterans charged you a fee on or after September 20, 2020, you are in the settlement class whether or not you ever paid it.
• If you were billed and never paid, the settlement cancels that debt and bars collection activity. You do not have to pay it.
• If you paid, you can file a claim for a share of the $750,000 fund. The total is fixed, so individual amounts depend on how many veterans claim and how much each paid.
• Opting out is a real trade-off, and the notice does not spell it out: it preserves your right to sue on your own, but it also preserves Just4Veterans' right to keep collecting fees from you. Staying in the class is what cancels the debt.
• The permanent ban on taking new clients applies to Just4Veterans, LLC — the Maryland company named in the case. The settlement expressly does not restrict anyone who is not a party to it.
• There are two companies with similar names. The permanent ban on taking new VA clients applies to Just4Veterans, LLC — the Maryland company named in the lawsuit. A separately registered company, Just4Veterans Enterprise LLC, is not a party to the settlement. Check which name is on your contract.
• Nothing here requires you to do anything about your VA claim itself. Your rating and your claim are unaffected by the settlement.
