Under the Post-9/11 GI Bill (38 U.S.C. § 3311), your benefit percentage is not based on disability rating or an evaluation — it is based on your total qualifying active-duty service time (and in some cases Purple Heart status, which grants automatic 100% regardless of time served). The standard tiers are 100% at 36 months of aggregate active duty, 90% at 30-35 months, 80% at 24-29 months, 70% at 18-23 months, 60% at 6-17 months, and 50% at 90 days-6 months. If your certificate of eligibility (COE) now shows 80% instead of 100%, the most common explanation is that VA recalculated your qualifying service time — often because DoD sent updated or corrected service data, a discharge characterization or period of service was reclassified, or an initial determination was made in error and later corrected once VA reconciled your records with DoD's data.
This is different from a disability rating reduction; it is an eligibility-tier recalculation, and it can happen without notice if it stems from a records correction on DoD's side rather than an action VA initiated on its own.
