Why did my Chapter 35 (DEA) payment suddenly drop to a small amount instead of the full month's benefit?

Chapter 35 Survivors' and Dependents' Educational Assistance (DEA) payments are not a flat monthly stipend — they are calculated based on the enrollment certification your school submits to the VA, your training time (full-time, three-quarter, half-time, etc.), and the actual number of days you were certified as enrolled during that month. A sudden drop from a full month's payment to a very small amount, especially in September, is almost always tied to one of a few things: the new academic term started partway through the month rather than on the first, so the payment was prorated only for the days actually certified; the school was late submitting or resubmitting your enrollment certification, so the VA only processed a partial period; your training time or credit hours were reported differently than in prior terms (for example, dropping a class before the term technically started, or being certified as less-than-full-time for part of the month); or there was a gap between certifications if you changed schools, programs, or had a term end/begin close together.

Another possibility is a change in your certified enrollment status itself — if the school updated your hours, added a late-start class, or the VA had to re-certify due to a school administrative delay, only the portion actually verified gets paid until the correction is processed. Chapter 35 rates themselves do adjust annually (typically effective October 1), but a change in the published rate would not normally cause this dramatic a swing for a single month; the far more common cause is a proration or certification issue tied to enrollment dates.

This is not something that can be diagnosed from a rate table — it depends entirely on what your school certified to the VA for that specific term and what the VA's payment processing shows on your account. The fix is procedural, not something you did wrong on your end in most cases.

The concrete next step is to contact your school's VA certifying official first to confirm exactly what enrollment dates and training time were reported for September, and then call the VA Education Call Center (1-888-442-4551) to ask them to review your enrollment certification and payment history for that term, since a corrected or supplemental certification is usually what triggers the remaining payment.
