Does my VR&E entitlement and plan carry over if my counselor changes before the plan is finalized?

Under Chapter 31 (Vocational Rehabilitation and Employment), a change in counselor does not affect your underlying entitlement determination. Once VA has found you entitled to VR&E services under 38 CFR 21.40, that entitlement is a matter of record and does not reset or expire because your assigned counselor leaves, retires, or is reassigned. Your case file, including notes on your goals and any prior discussions about a rehabilitation plan, stays with your case and should be transferred to the new counselor.

The part that can genuinely be affected by a counselor change is the content of the Individualized Written Rehabilitation Plan (IWRP) itself, because that plan is not finalized until it is actually signed by both you and a VR&E counselor. It is reasonable to want the plan finalized before your counselor's last day, and there is nothing wrong with asking directly whether that is possible, especially if you already have a graduate program acceptance or are close to one. However, VA does not require you to rush a plan through, and if it is signed off carelessly it can create problems later if goals or courses were not properly documented. If the plan cannot be finalized in time, ask that your file include clear case notes summarizing the vocational goal discussion, your bachelor's completion date, and the rationale for pursuing a master's, so the incoming counselor has documented continuity rather than having to start the assessment from scratch.
