VR&E, also called Chapter 31, is not restricted to undergraduate degrees or vocational certificates. Law school and other graduate or professional programs can be approved if the vocational counselor determines the program is necessary to overcome the effects of your service-connected disability and leads to a suitable, sustainable career. There is no blanket rule against funding a JD; approval depends on your individualized plan, not the type of degree.
To qualify for VR&E at all, you generally need a service-connected disability rated at least 10% with an employment handicap, or 20% with a serious employment handicap, and you must be within your basic period of eligibility (typically 12 years from separation or date of first rating, though extensions exist in certain cases).
